Agencies are spending millions of dollars capturing either GPS locations and/or photo imagery of their infrastructure.  Field data capture with a GPS and a hand-held computer cannot be cost effective unless the effort is efficiently focused and designed.  While photo logging can be economical by itself, the costs can get out of hand very quickly.  Stereographic imaging systems provide feature extraction capabilities, but at what cost?
